Error While Creating Web Service Connection Or Invalid Connection: Cannot Establish Connection To Access The WSDL Description (Doc ID 2949468.1)

Symptoms

An error occurs when attempting to create a SOAP web service connection.

ERROR
-----------------------
Invalid connection. Delete and recreate the connection
Cannot establish connection to access the WSDL description. System administrator should verify proxy settings. Please check logs for more detailed information.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to application
2. Navigate to Configuration > Application Composer
3. Expand Common Setup > Web Services (must be in a sandbox)
4. Click Create Web Service References
5. Select Connection Type = SOAP
6. Enter the Name
7. Enter the WSDL URL
8. Click the Read WSDL button; the error occurs: Cannot establish connection to access the WSDL description. System administrator should verify proxy settings. Please check logs for more detailed information.
9. In most case, after entering the authentication and saving the connection, the reference shows a warning sign under the Actions column
