Gates Refresh Does not Advance to Next Phase (Doc ID 2949742.1)

ACTUAL BEHAVIOR

When attempting to advance a Project Gate to the next phase by editing the phase and marking all Conditions as Complete and checking Ignore Condition* and then saving, the phase does not advance when refresh is selected, it stays at the current gate.

EXPECTED BEHAVIOR
-----------------------

If all conditions of a phase are met, it should be able to advance to the next phase.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to a Project that contains a Gate with more than one phase and is not in the final phase.
2. Navigate to the Gates and select the current phase > Edit.
3. Select Complete and Ignore Condition for all conditions of the phase > Apply > Ok.
4. Select Refresh to validate the gate Conditions Manually.
5. Note that the Gate does not advance in phase.
