Why are the outbound messages expiring even before they are received in the external system? (Doc ID 2950011.1)

Symptoms

Outbound messages from message steps configured to send messages to external systems, are failing with status MESSAGE_STEP_EXPIRED very soon after they are created. However we have noticed that these message have not been received in the external system.
