Symptoms
When making an action that requires APEX to connect to an external server, getting an error similar to the following:
ORA-29273: HTTP request failed
ORA-24247: network access denied by access control list (ACL)
The actions that could cause this include (but are not limited to) connect to an external server for:
- User authentication (SAML, LDAP, etc)
- Consume web services, REST APIs, etc.
- Sending outbound mail from APEX (SMTP server)
- PDF report printing with BI Publisher
