On : 11.13.23.01.0 version, Data Load

ACTUAL BEHAVIOR
---------------
After Action Reason is updated in ITALIAN via HDL, when login in with ENGLISH language, updated Action Reason is visible in ITALIAN Language

EXPECTED BEHAVIOR
-----------------------
After Action Reason is updated in ITALIAN via HDL, when login in with ENGLISH language, updated Action Reason should be visible in ENGLISH Language.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with Language ITALIAN
2. Navigate to Configure Actions
3. Update the Action Reason HDL.
4. Action Reason is updated in ITALIAN
5. Login with language ENGLISH
6. Updated Action Reason is visible in ITALIAN Language
