Symptoms
When importing into a Cost Type Business Process (BP), users receive an import error email with the error below. The Data Element (DE) noted in the error is populated in the CSV file.

The issue can be reproduced at will with the following steps:
- Log in to Unifier
- Navigate to Shell > Affected BP
- Click on Actions, select Import > Data from CSV file
- Select the appropriate CSV file to import
- Receive email error.
