23B Fusion HCM Data Loader: Assignment Working Hours Is Getting Defaulted to Standard Working Hours for New Date Splits (Doc ID 2950488.1)

After upgrade to Fusion HCM Release 23B, when an assignment is updated via HCM Data Loader (HDL) Working Hours field will get re-derived from the Working Hours defined at Position or Standard Working Hours at Position, Job, Location, Department, Legal Entity and Enterprise level in that order.

This issue is happening when the following conditions are met simultaneously:

• As an outcome of the HDL file uploaded, a new record will be created in PER_ALL_ASSIGNMENTS_M table (e.g.: manager update, change assignment) 
  
• No change is done to the assignment work structure attributes like Position, Job, Department, Location that have standard working hours defined
  
• NormalHours field is not included in Worker.dat file OR it has been included in the METADATA row, but no value has been provided in the MERGE row
