ORA-06502 Error In Item HTS Screen When Origin Country = CN And Import Country = US

Symptoms
Exception errors are encountered in the MFCS Item HTS screen when clicking on an ITEM_HTS record where Origin Country = CN, Import Country = US.
Error

"ORA-06502: PL/SQL: numeric or value error: character to number conversion error ORA-06512".
Steps to Reproduce
-----------------------
1. Go to Items--> Manage Items screen and search for an Item with HTS associated with Origin Country = CN and Import Country = US.
2. Click on the item. The item screen opens up. Towards the right bottom, go to More actions --> HTS.
3. The Item HTS screen opens up. Under the HTS tab, click on record other than Import Country US, Origin Country CN.
4. Click on import_country_id the US, Origin Country CN record.
5. An error stating 'ORA-06502: PL/SQL: numeric or value error: character to number conversion error ORA-06512' comes up.
