Unable To Create A New RL with same Currency or disable the existing one (Doc ID 2951076.1)

Goal

Currently we have an RL (Conversion level: Balance level) associated with a SL used to report in USD. Business needs to change the rate type From XXX1 to Corporate for the RL, but as we already have balances for the RL, we are not able to change the Conversion rate type.
System is not allowing us to create another RL for same currency and we are unable to disable the RL.
Our requirement is to keep the current RL as the balances are already reported and we also need to create another RL with Corporate XXX1 rate
