Fusion Global Payroll: Payroll Processing With 0 Net Pay (Doc ID 2951195.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When users attempting to run Payroll Process for the employee, Payroll processing with 0 Net pay. Employee have active assignment with assignment status: Active - Payroll Eligible, Salary mapped in the salary basis.
This is the first process after initial load balance. Also they are able to view the salary basis in the element entry and the same before submitting quickpay process.
All the setups looks fine, but payroll processing with 0 net pay and also element entry is not showing processed column for salary element.

EXPECTED BEHAVIOR

Payroll Process should process salary for the employee.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run QuickPay for employees.
2. Observe on SOE the values for salary comes as 0.
3. No results displayed for the employees.
