Unable to select department as a responsibility scope under Areas of Responsibility

Login to fusion as HR
Navigate: My Client Groups > Quick Actions > Show More > Employment > Areas of Responsibility
In the Search for a Person field enter the Name of the Employee who you are adding an Area of Responsibility to.
Click on the Employees name.
Click on the Down Arrow next to the Add button > Select Responsibility
Enter all the required fields in the Basic Info region.
Trying to add the department in the Responsibility Scope region.
