Error when Validate an Invoice or Validate Payables Invoices is run

An error occurred. Message: Create Prepayment Application Distributions (AP-810595)

Please note that the issue is only for below case:

1. Invoice is foreign currency invoice.
2. Prepayment is applied on the invoice.
3. Prepayment invoice has zero amount tax lines.

All other prepayment application invoices can be validated with out issue.
