Unable to Add Previous Dates / Years In Manage Price Indexes (Doc ID 2952696.1)

Symptoms

 Unable to add older / prior dates to the existing Price Index.  The LOV only shows future periods.

Steps:

1. From Setup & Maintenance > Fixed Assets
2. Task = Manage Asset Price Index
3. Click on existing Price Index to open
   Rates exists from 1999-2022 but would like to add in rates for 1998
4. Select + to add, the FY LOV is 2023 or later, can not select dates prior to 1999
   even though calendar and oldest DPIS are prior (ex.  Like 1980)
