Symptoms
When attempting to process the Cleanup Temporary UINs batch it ends up in Failed status and the following error occurs.
ERROR
Error executing stored procedure. SQLException(20003): ORA-20003: ORA-06531: Reference to uninitialized collection [Error Trace] ORA-06512: at "SIM01.PURGE_DATA_PKG", line 3867

Steps to Reproduce:
1. Set system configuration 'Days to Hold Temporary UINs' to 0.
2. Let the nightly scheduled batch job run.
3. Batch fails with error below.
Documentation says "This batch process deletes temporary UIN detail records. UIN detail records with no status and update date is at least X days in the past (where X is system parameter Days to Hold Temporary UINs). "
