RICS Universal Service Mapper Throws Java Exception On Home Page (Doc ID 2953082.1)

Symptoms

Oracle Universal Service Mapper (USM) version 19.1.000.

a. USM home page is logging WeldException: WELD-000049"

1. Login to USM
2. Click on Home Tab an error is logged
3. Similar error is logged Mapping Designer and Monitoring Tab

b. Customer cannot perform Admin Tab updates to add users / Project records.

c. Error logged
javax.faces.FacesException: #{navigationController.loadUsmSummary()}: org.jboss.weld.exceptions.WeldException: WELD-000049: Unable to invoke public void com.oracle.retail.usm.ui.managed.beans.UsmSummaryManagedBean.init() on com.oracle.retail.usm.ui.managed.beans.UsmSummaryManagedBean@61aceb55
at com.sun.faces.lifecycle.ApplyRequestValuesPhase.execute(ApplyRequestValuesPhase.java:86)

d. USM Tabs Admin and System Logs tab is working.
