IWS Response Error "HTTP Status 401 ... Unauthorized" and "The request has not been applied because it lacks valid authentication credentials for the target resource"

Goal
When calling into IWS from an external application, especially when trying it for the first time or trying it again after the environment data has been refreshed, for at least a particular user, IWS calls fail with the following errors in the request response:
"HTTP Status 401 ... Unauthorized"
"The request has not been applied because it lacks valid authentication credentials for the target resource"
