When attempting to update the legal reporting unit in the Manage Legal Reporting Unit HCM Information task,
the following error occurs.

Attribute ActionId in ActionOccurrencesEO is required

The issue can be reproduced at will with the following steps:
Setup and Maintenance > Manage Legal Reporting Unit HCM Information > update > save > error
