On : 11.13.23.01.0 version, Benefits

When attempting to approve a pending EOI action ,
the following error occurs.

There was a problem saving the elections because another enrollment exists in teh same element that this enrollment uses. (BEN-991105) element sup life ins employee, rate vol life 4X salary, effective date

The issue can be reproduced at will with the following steps:
1. Complete pending action
