Sister Store Ranging Is Not Ranging All Items For A New Store (Doc ID 2953945.1)

Symptoms

New store ranging is not copying the Items from the Sister Store properly.

The Like Store batch is running without error, but the number of items ranged doesn't match the Sister Store. The counts for the new stores are always less than the original stores.
