OCI Block Storage - Cannot Terminate Boot Volumes Using the Console

Goal
We may want to permanently terminate old Boot Volumes which we do not need anymore for multiple reasons: cost charges, storage consumption and so on.
For more information, see: Deleting a Boot Volume. We may encounter an issue where the Terminate is inactive, hence making the deletion of the Boot Volume unachievable.
When trying to hover over the "Terminate" button we may see the following message:
