SSO Login Error - "Cookie Creation Failed" After SAML SSO Enabled (Doc ID 2954052.1)

Symptoms

When attempting to login into P6 Professional with SAML SSO enabled,
the following error occurs.

ERROR
"Cookie creation failed"

STEPS
The issue can be reproduced at will with the following steps:
Setup:  SAML for P6Pro previously enabled and working.

  1. Open Database Configuration wizard.
  2. Verify "Use SAML SSO" enabled.
  3. Attempt to login to P6 Professional.
  4. "Cookie creation failed" error displayed.
