Symptoms

Purchase Orders (POs) in Closed status were communicated to the suppliers after user run Reassign Purchasing Documents for change the buyer on the PO.

After some time Communicating Purchasing Documents ESS job is scheduled and all these POs were communicated to the suppliers.
