Symptoms

PO induction issues - When the PO is in Worksheet status.

Steps to reproduce:
-------------------
1. Download a PO which is in worksheet state and was never approved.
2. In the template, set re-approve indicator to Y and upload the template.
3. Note the PO get approved. The PO should not be moved to approved status as it was not approved before.
