Symptoms


ACTUAL BEHAVIOR
---------------
Two Legislative Data Groups (LDGs) were created for a single country (setup mistake because as per business design is a single LDG per country).
When trying to delete one of the LDGs from the UI, the application permitted although same LDG was referenced already by absence elements and absence plans.
These are now orphaned, is there any way to change the LDG ID for the remaining LDG or update the orphaned config items LDG ID?

EXPECTED BEHAVIOR
-----------------------
The application should not have permitted LDG deletion when already in use by other setup (e.q. elements, absence plans).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create LDG A.
2. Create LDG B.
3. Create Absence Plans, Types & Elements for LDG B.
4. Identify duplicate LDGs.
5. Try to purge LDG A but validation prevents this:
  5.1. Setup and Maintenance > Manage Legislative Data Groups > Query LDG > Delete.
  5.2. Error is triggered blocking further user actions: "You can't delete this legislative data group because it's referenced by another object. (PER-1531749)".
6. Try to purge LDG B and system allows:
  6.1. Setup and Maintenance > Manage Legislative Data Groups > Query LDG > Delete.
  6.2. No Error is triggered, the LDG B is deleted.
7. Rename LDG A to LDG B.
8. Identified that elements and absence configuration no longer has LDG B as seen from UI.
