Work Skill Conditions Value Disappearing (Doc ID 2954354.1)

On : 23.B.02 version, Configuration

Cannot add new Activity Work Skill value.
After adding a new condition to a Work Skill Condition, the Activity Work Skill list should not lose its values.

The issue can be reproduced at will with the following steps:
1. Login to environment
2. Menu> Configuration> Work Skills> Work Skill Conditions
3. Edit a Work Skill Condition
4. Click the "Add new condition" button
5. Select Property value as "Activity Work Skill"
6. Check the Values list (e.g. Note the total number of items appearing, you have 3 items appearing)
7. Click the Cancel button
8. Go back to Work Skill Conditions
9. Edit a different Work Skill Condition
10. Click the "Add new condition" button
11. Select Property value of "Activity Type"
12. Select Condition "Is not empty" (the condition & value do not matter, only that a new condition was added)
13. Click the Update button
14. Return to the original Work Skill condition in step 3, and click Edit
15. Press "Add new condition"
16. Select Property "Activity Work Skill"
17. Check the Values list, and the list is one value short. One value is missing from the list.

The issue has the following business impact:
Due to this issue, users cannot add a new Activity Work Skill to the list and use it in a condition.
