After upgrade to Release 23B, when attempting to load Worker HCM Data Loader (HDL) file with Assignment Extra Information records the following error occurs:

ERROR
-----------------------
PER_EMCOR_NO_PARENT_WT_ASG: PER-1531646 No parent employment terms or assignment record exists for the EFF record. Correct the data and load again.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Attempt to load Worker.dat that contains Assignment EIT records without corresponding date effective Assignment records in the database or in the dat file.
OR
Attempt to load Worker.dat that contains Assignment EIT records for those Assignments with an existing mismatch between Assignment EIT records and Assignment records.

2. Encounter the error message above

Upgrade to Release 23B.
