After APEX Installation / Upgrade, Default RESTful User Groups are Not Visible (Doc ID 2954804.1)

On :APEX 22.2 version, Administration

ACTUAL BEHAVIOR
---------------
While creating a new APEX user, in the section "Group assignment", the default REST user groups are not appearing after APEX upgrade/install.

 

EXPECTED BEHAVIOR
-----------------------
REST default groups  should appear as long as the installation/upgrade was done properly.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do a new APEX Installation.
