A Rate Record is configured with two Rate Costs where each Rate Cost has either a "FALSE" or "TRUE" condition for Linked Shipment Participation

When shipments are planned onto Work Assignments using this Rate, the "Linked Shipment Participation" is being evaluated to FALSE, and therefore the cost

for the FALSE condition, Rate Cost is being used. Instead, since the Work Assignment is linked, it is expected that the "Linked Shipment Participation"

should evaluate "TRUE" and therefore apply the Rate Cost with the "TRUE" condition

Changes

 In the planning parameter set the SERVICE PROVIDER ASSIGNMENT( SPA ) is turned on.
