'Report Refreshed' Link in Promotion Planner Dashboard Throws an Error

Goal
Clicking 'Report Refreshed' link in Promotion Planner Dashboard is throwing an error.
This issue happens only for a specific department.
ERROR

An application error has occurred
Steps to Recreate:
1. Navigate to Promotion Planner Dashboard.
2. Query the data for a department.
3. Notice that nothing is displayed.
4. Click 'Report Refreshed' link and notice "An application error has occurred" error.
Error from LOGGER_LOGS table:
