RDFCS - Pre-Forecast Batch Of RDF Failed. (Doc ID 2955181.1)

Goal

Received the following error when trying to run the pre-forecast batch for RDF.

CalcFcstPar01 rule group failed with error message below.
When Evaluating 'frcststartdtlw01=indextostartdate(frcststartidxlw01,[clnd].[week])'
DateTimeFormat - Parameter (20230514) does not conform to the specified format char %H because it does not contain enough characters.

Step to Reproduce:

1- Schedule Batch Task Group via OAT.
2- Select "Pre Forecast Batch"
3- Schedule to run ASAP.
4- Wait for the Pre-Forecast Batch to run, it will fail in the calcfctpar01 rule group.
