Symptoms

A scheduled BI Publisher report is failing with the following error:

Document delivery failed
[INSTANCE_ID=bip.bi_server] [DELIVERY_ID=-1] 

Delivery is completed
[INSTANCE_ID=bip.bi_server] [FTPProcessor] Delivery to SFTP completed with failure oracle.xdo.delivery.DeliveryException: HTTP proxy connection could not be established: 503 Service Unavailable.
