Symptoms

ACTUAL BEHAVIOR
---------------
The Annual Performance Bonus compensation plan is not visible when Comp Manager is using Act as Proxy while other similar plans are visible at same time to him. 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Compensation Plan.
2. Compensation manager is acting a proxy for Others but, cannot see the Plan there.
