SIOCS Sent Multiple CRE Messages For The Same RTV (Doc ID 2956314.1)

Goal

SIOCS is sending multiple RTVCre messages for the same RTV.

This fails in MFCS with the following error:

ERROR
-----------------------
 "[E] Error ORA-00001: unique constraint (RMS01.PK_RTV_HEAD) violated returned by program unit RTV_SQL.BUILD_RTV_APPRV."

The customer was not able to replicate this or know of anything in particular that was done differently when this RTV was created. This was the only failure in over a thousand tests.

To recover the messages, can they remove the one failing so the next one is consumed (it's also a CRE, but it has the shipment for the RTV)?
