Essbase on OCI Marketplace Not Starting, Connection to Database Fails (Doc ID 2956799.1)

Weblogic Admin Server/NodeManager and Essbase not starting. The Weblogic server is not entering RUNNING mode as it times out trying to contact the ATP database.

Users may see the following when attempting to log in using the Essbase UI:

"You are not authorized to access this page. Contact administrator."

The Weblogic AdminServer.out log has the error:

getDBConnection WARNING: Can not connect DB with URL
jdbc:oracle:thin:@(description=(retry_count=20)(retry_delay=3)(address=(protocol=tcps)(port=1522)(host=<java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection at oracle.jdbc.driver.T4CConnection.logon(
