On : 11.13.23.01.0 version, Absence Transactions

ACTUAL BEHAVIOR
---------------
There are 2 employees for whom the manager is unable to see Unpaid Leave absence type in the LOV in Add Absence page even though there is no eligibility profile attached to absence type, its open for all. This is happening with all managers, and restricting the managers to raise unpaid leave for their subordinates.

Note: Admin is able to see it in LOV.

EXPECTED BEHAVIOR

Managers should also be able to view this absence type.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
From MSS search for the employee and go ahead to book an unpaid leave.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, managers cannot book the unpaid leave for employees.
