Symptoms
When Line Manager goes to ESS (Me> Employment Info > Actions) he/she is able to do Transfer / Change Line Manager to his own record despite "Allow Own Access" is not given in data security.
STEPS

The issue can be reproduced at will with the following steps:
1. Enter system with Line Manager Access
2. Go to Me> Employment Info > Actions>
3. User is able to see more actions here such as Transfer, change Line manager... etc.
