On : 11.13.23.04.0 version, Lead Management

ACTUAL BEHAVIOR
---------------
Owners of leads coming from Eloqua were not changed by the lead assignment process.

EXPECTED BEHAVIOR
-----------------------
Lead Assignment Process should change the owners of leads.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Lead Assignment Process should change the owner of leads coming from Eloqua.

The process was ending with an error: JBO-26067: Failed to add JDBC connection to the connection pool, connection pool is full
