ACTUAL BEHAVIOR

Payroll validation report is returning the warning "The tax code for the PAYE component details should be 0T" for a Welsh employee that has the C0T tax code added as expected in the calculation card
EXPECTED BEHAVIOR
-----------------------
Warning should not be raised as the tax code is correct
STEPS

The issue can be reproduced at will with the following steps:
1. Run Payroll validation report - Check the output;
2. See the incorrect warning that is raised.
