Person Spotlight does not fetch any employees.

EXPECTED BEHAVIOR
Person Spotlight should fetch employees in search results.

STEPS
The issue can be reproduced at will with the following steps:
1. Go to My Client Groups -> Person Spotlight
2. Search for any person
