PRC:PO: Cannot Edit or Inactivate Procurement Agents after They Were Exported and Imported

Symptoms
After exporting and importing Procurement Agents, some Agents imported with only the line item for Manage Suppliers. System then does not allow the Agents to be edited, so the additional required parameters cannot be added back. The Procurement Agents also cannot be deleted. Inactivation does not solve the issue because it is then not possible to create a new agent due to an error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import Procurement Agents
2. Go to edit Procurement Agent which is inactive
3. Make that Procurement Agent active and error occurs:
