Fusion Benefits: Life Event Not Getting Triggered As Expected (Doc ID 2958101.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Find that the Return from Leave life event is not getting triggered in one environment.
Other life events based on other table/column combinations are working correctly.
However, life events using data changes table "PER_ALL_ASSIGNMENTS_M" aren't triggering.

EXPECTED BEHAVIOR
-----------------------
Expect the life event to become triggered.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Assignment Status Change life event with the following Person Changes trigger:
Table Name: PER_ALL_ASSIGNMENTS_M
Column Name: ASSIGNMENT_STATUS_TYPE_ID
Old Value: Any Value
New Value: Any Value
2. Change the Assignment Status for an example employee from "Leave-Unpaid" to "Active - Payroll Eligible".
See that the life event is not triggered.
