Import FAH Transaction Error "Ledger setup not complete for XXX"

Symptoms
On : 11.13.23.04.0 version, Integration
FCE ERP W2 DEV8 FAH: Unable to load transaction in FAH
When the zip file is loaded into Oracle and "Import Accounting Transactions" process is run, it results into error with the log saying
ERROR
-----------------------
"Ledger setup not complete for XXX".
Checked the ledger setup and it is complete. Also, ran the "Review and Submit Accounting Configuration" process again and it also got succeeded.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import Accounting Transactions
2. Check the error in the log

The issue has the following business impact:
Due to this issue, users cannot load FAH transactions for ledger XXX
