Fusion US Payroll : Error "The ELEM_NAME element couldn't be successfully processed. (ETNAME=US_FEDERAL_INCOME_TAX_PROCESSOR)" When Running Retro Process (Doc ID 2959605.1)

Symptoms

When the process "Recalculate Payroll for Retroactive Changes" is run, the process fails with the following error.

ERROR
The {ELEM_NAME element couldn't be successfully processed. (ETNAME=US_FEDERAL_INCOME_TAX_PROCESSOR)
The US_TAX_FED processing formula couldn't be successfully processed.

An error occurred during formula execution. (ORACLE_ERROR_TEXT=) (FORMULA_ERROR_TEXT=An external function call error occurred for formula ORA_HRX_US_TAX_FETCH_OVERRIDE, line 96. )
An external function call error occurred for formula ORA_HRX_US_TAX_FETCH_OVERRIDE, line 96.
An internal assertion test couldn't be completed at location pycloadd: 1. Contact your help desk.

STEPS
The issue can be reproduced at will with the following steps:
1. Login to Fusion Applications.
2. Navigate to My Client Groups  >  Payroll  >  Submit a Flow.
3. Select Legislative Data Group > Search for Recalculate Payroll for Retroactive Changes
4. Enter Parameters > Submit
