After 23.A Quarterly Upgrade- Tender Hyperlink is Missing on Spot Bid Screen in OTM (Doc ID 2960445.1)

In OTM, on the Spot Bid screen there is usually a hyperlink that allows user to open the full tender details from the Spot Bid window.

This now seems to be missing/only showing up intermittently.

This is happening for few customers intermittently after they got upgraded into 23.A Quarterly.
