Activity pushed into overtime as a result of Bulk Routing

Symptoms
Routing appears to have decided to push activity out to have a final travel that gets the resource to final location more than 30 minutes after the end of their shift, which violates the restrictions placed upon routing.
Changes
Preconditions to the behavior:
- Resource overtime configured in the Routing Plan through parameter "Do not assign activities with more than _____ minutes overtime" is set to (let's say) 30 minutes.
- Final travel configured in the Resource Type through parameter "Resource is allotted up to <number> minutes of travel time after the Working Time End" is set to (let's say) 30 minutes.
- Resource's shift configured in the Calendar is (let's say) 08 - 16.
