Symptoms
DTL_TAX_NOT_IN_HDR Encountered while trying to upload RTV in ReIM - using international supplier
STEPS

The issue can be reproduced at will with the following steps:
1) Create RTV for an FOB supplier (different vat region to the location)
2) Ship the RTV
3) INVC tables in RMS got populated , Run the EDIDLINV batch and the ReIM edi injector batch
CNRQ did not get create in ReIM and failed with "Document belonging to a Tax Exempt Vat region should not contain Tax details"
