Unable to create multiple element eligibility criteria using HDL

Need to add additional eligibility criteria based on grade to couple of existing elements. There are about 100 new eligibilities that need to be created for 2 elements.
Receiving below error when loading the HDL.

There is no date overlap or duplication, but system is still giving this error.

This combination of eligibility criteria already exists for this element. An element can't have two eligibility criteria records with the same set of criteria and the same or overlapping effective dates.
