Replenishment Upload Missing Validation

Symptoms
When Uploading Replenishment Attribute upload, records get create in REPL_ATTR tables for below condition without any validations .
Steps:
1) Upload ODS file with STOCK_CAT =’D’ , valid Supplier and Null Origin Country
2) See record created repl_attr_update_head table with above value
3) Execute “rplatupd” see the MC_REJECTIONS :
Can not associate Supplier %s1 and Location XXX as they belong to different Org Units.
Replenishment Screen does not allow to change STOCK_CAT to 'D' when Origin Country is NULL
