Symptoms
When attempting to ICP transaction rules,
the following error occurs.
ERROR

"RUL-05711: The expression cannot be blank. RUL-05711: The expression cannot be blank. RUL-05711: The expression cannot be blank. RUL-05711: The expression cannot be blank."
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Transaction Console.
2. Administer Individual Compensation Approval Rules.
