RILMAINT_POST_JOB Failure Due to RIB Sessions Running in the Background

Symptoms
RILMAINT_POST_JOB failure
For a previous batch failure the AMS team executed a script "DUMMY_START_NIGHT_BATCH_JOB" before the batch which will bring down all the rib subscribers."
But RILMAINT_POST_JOB failed in the nightly cycle and the reason given was RIB sessions running in background.
RILMAINT_POST_JOB was failing due to below resource busy issue:
prepost~20230718120107~modify_indexes~~-54~ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired~EXECUTE DYNAMIC STATEMENT ALTER INDEX RMS01.REPL_ITEM_LOC_UPDATES_I3 UNUSABLE
On investigating further they could see that some of the RIB sessions which were running in the background, was causing this resource busy issue.
